Hi Jeferson,
I would need a bit more info to be able to make any suggestions.

Where do you host?
Shared or dedicated hosting?
Windows or Linux?
You have root access to the server?
Do you have a SSL certificate?

What do you mean by "local"?
Is that a server / pc somewhere in your office?

I have no experience with windows servers but you would at least need a SSL certificate of some sorts that is linked to the domain that is sitting on a dedicated IP address to be able to connect via SSL

You would also need to know what the port is for the SSL connection and ensure it is open in the firewall.
